There is no need to count on the cheapness when searching for hotels located near the center. Since, despite the incompetent climate, Kazan and in January is popular with tourists. And stably enters the top 5 of the most visited cities in Russia.
So the price for a number in the region of 4-5 thousand rubles for two per night here should be considered not just acceptable, but in general-budget! That’s just finding offers in hotels for this amount is not too simple.
